A fish that slips through the net is a fugitive“天网恢恢,疏而不漏。” Heaven’s net offers Chinese people some hope - that there is a dragnet from which there is no escape. That, unfortunately, is nothing more than a dream. People can slip through. Such a person is called “the fish that has slipped through the net.” Offenders who haven’t been punished in due time can be called such a fish. Fugitives who have survived floods, fires, wars or other types of disaster may laugh and say they are the “fish that have slipped through the net.”For example, we can say, “All offenders have been brought to the net of justice, except for the most cunning one. He is such a fish!” And one may declare: “My goodness! What a terrible financial time! So many companies went bankrupt! Fortunately, our company is the lucky fish that slipped through the net.”
